  • Parts of the city of Rancho Palos Verdes, known as Eastview, are served both by the PVPUSD, and the Los Angeles Unified School District (LAUSD). Two LAUSD-owned schools fall within the city of Rancho Palos Verdes: Dodson Middle School and Crestwood Elementary School.
  • In 1999, an optional attendance boundary was agreed upon by the two school districts in which residents in Eastview could opt to either send their children to PVPUSD schools or LAUSD schools. Middle school-aged students in the area may attend Miraleste Intermediate School and high school-aged students attend both Palos Verdes Peninsula High School in Rolling Hills Estates and Palos Verdes High School in Palos Verdes Estates. The LAUSD school, Crestwood Elementary, serves a sizeable number of Eastview children. Many families live in the Eastview area in order for their children to attend Crestwood.
  • The school district has one of the highest rated API scores in California [1] and has one of the highest average SAT scores [2] and one of the highest percentage of students successfully completing the Advanced Placement exams [3] in the country. Palos Verdes Peninsula is an affluent residential community where the high percentage of college-educated parents, the high educational aspirations of the students, and the high average family income have influenced the college preparatory orientation of the District's secondary schools.
They also claimed that the District's decision violated their federal and state constitutional right to associate and to vote in that the District's decision to close Miraleste and potential sale of the property would in effect deny plaintiffs their right to associate for the purpose of voting on a new east side school district.

School Superintendent Ira Toibin explained that it took special legislation to enable residents of Eastview, which is part of Rancho Palos Verdes, to have the option to attend schools in the Los Angeles Unified School District (LAUSD) or in the Palos Verdes Peninsula Unified School District (PVPUSD).
Eastview parents, whose children attend Peninsula schools, are not permitted to vote for PVPUSD school board members and they pay taxes on a bond that LAUSD passed, but they do not pay taxes on the bond that PVPUSD passed that is being used to modernize the various schools that Eastview residents attend.
The Board concluded that the Palos Verdes Peninsula Unified School District is only beginning to see the financial implications of this mandate and expressed their belief that if things don’t change, the financial outlook in the next four to five years will be worse.
