Panocracy means "Rule by Everyone". It is based on the principle that everyone has the right to participate in the making of decisions that affect them. It contrasts with Democracy because democracy relies on the concept of "the people" that can have a single view on an issue. Panocracy accepts that each person may have a different view that deserves equal respect. Panocracy implies an attitude to government and decision making rather than suggesting particular systems. In government it principally implies governing by consent, in other words legislation is only valid if people consent to it and if sufficient people do not consent (which they would probably demonstrate by not conforming to the legislation) then it would fall. Other implications are a problem solving approach to decision making and the possibility of having multiple solutions. Problem solving means looking for ways in which apparently competing needs or opinions can all be met. A way in which this may happen is that different groups of people may pursue different approaches.
