As PCYF President, Brown frequently referred to people he disagreed with as "communists." He also has referred to Bourque Newswatch as "a low level news source that will print anything it can." Brown's behaviour became so egregious that his own executive passed a motion of no-confidence in him, and he was expelled from the PC Party's Management Committee.

Brown's campaigns also rarely file their expenditures with government agencies, violating Canadian and municipal laws. There have also been incidents where services have gone unpaid because of claims that no invoices were filed, regardless of the fact that several have been.
