Sir Patrick Duncan (1870 1943) was Governor General of the Union of South Africa between 1937 and 1943. During a political crisis over South Africa's participation in World War II, he refused a dissolution of parliament requested by Prime Minister Jan Smuts.

Duncan's childhood experiences inspired his writing of the movie, A Home of One's Own, starring Kathy Bates, a heartwarming story of single mother and her struggle to build a life and family.
Patrick's sister had to take a signing course three times in order to learn to sign by herself, and she taught all of her other children to sign for their brother.

Duncan also testified that in November 1996 he was told by Supervisor Wendy Charo that although she did not mind if he spoke to others about the Union on his time she did not want him talking about the Union on companytime.
Duncan states that during this conversation Pupino said that she could not ask him how he was going to vote, but she put out her hands in a manner which suggested that she was asking a question.
Duncan testified that in mid-November 1996, shortly before the election, he had a conversation with Rusinko in which she asked him what he thought were the chances of keeping the Union out.
