Patter drills are a drilling method used in courses in the Church of Scientology which were added to many Church courses in mid-1995, by David Miscavige. The action of these drills is, while seated facing a wall, to repeat a section of course material verbatim to the wall until it can be done without reference to the written material. A checkout of the student's verbatim ability is then made by a fellow student or a course supervisor. Dianetics is a practice which is based on ideas about the human mind. ... Internal Controversy

These drills have created some controversy among some disaffected members of Scientology. The use of these drills gives the Church of Scientology a tactical edge over groups of dis-affected members in that these materials are not purchased by students, but are only available for use inside authorized organizations. Thus the controversy has two elements,

1. Are the materials legitimately based on the writings and instructions of L. Ron Hubbard?
2. Are dis-affected members concerned because their work and study is now somehow seen as inferior to that available in the Church?

The reference cited for using patter drills is a quote by Hubbard stating that the best auditors would "know their materials cold". An auditor should know their materials so well, and be so skilled that the correct answer and action for any situation should come to mind instantly and without effort. The use of patter drills, along with other types of drill, is designed to develop this.

Some dis-affected members maintain that there is said to be no reference written by Scientology's founder, L. Ron Hubbard which authorizes them. Some have contended that the patter drills are not practical drills. Hubbard defined "practical" in Scientology's Technical Dictionary, saying: Scientology is an organization based on a system of beliefs and practices that originated as philosophy in 1952 by L. "the drills which permit the student to associate and coordinate theory with the actual items and objects to which the theory applies. Practical is application of what one knows to what one is being taught to understand, handle or control."^[1]

Hubbard spelled out specific practical drills in HCO Policy Letter 16 April 1965 Issue II "Drills, Allowed", and that policy letter disallows any other practical drills. "NO other practical drills of any kind will be permitted. ... I did not develop or authorize these drills and have now seen that they teach alter-is of easy processes."^[2]

But, if they were theory drills, the drills would then violate HCO Policy Letter 13 May 1972, "Chinese School". Others have contended that the patter drills are done in accordance with TR-101, which is once a drill to improve a student auditor's ability to give auditing commands. The preamble paragraph to that drill from page 380 of Dianetics Today states: "The most common errors made by student auditors are forgetting the commands during session and misusing command sequence or procedure or doing odd things because they get nervous. The following drills are designed to handle this. The drills must be thoroughly done." Dianetics Today is a book which was written by L. Ron Hubbard in 1975 and presents the current technology, practical applications and capabilities of Dianetics in great detail. ...

There are reports of retaliative actions being taken against Scientologists who have objected to and reported what they see as a deviation from standard Scientology.^[3] The installation of the drills began in mid-1995 when David Miscavige announced the findings of an evaluation he made of education in the Church of Scientology: He stated that "the blind are leading the blind."
