Paul won a council election in 1983 in the Holmer ward of Hereford City Council, and at the age of 21 was the youngest person ever to be elected to the council.
Paul was selected as the Liberal Democrat PPC for Hereford in October 1993 and moved back to Hereford together with his wife Claire.
