The Penny Plunderer is an adversary of Batman. He began his career selling newspapers for only a penny, but he was soon caught stealing pennies. He now uses crimes which center around pennies. Though he is an adversary of Batman, he has recently been taken out of Batman's rogue gallery, due to his decline in popularity and the high criticism he's been receiving from Batman fans.
