Phillips County is a county located in the U.S. state of Arkansas. As of 2000, the population is 26,445. The county seat is Helena. Phillips County was formed on May 1, 1820 and named for Sylvanus Phillips, a member of the Arkansas Territorial Legislature and lived in the area.
Geography
According to the U.S. Census Bureau, the county has a total area of 1,884 km˛ (727 mi˛). 1,794 km˛ (693 mi˛) of it is land and 90 km˛ (35 mi˛) of it is water. The total area is 4.76% water.

There are 10,859 housing units at an average density of 6/km˛ (16/mi˛). The racial makeup of the county is 39.25% White, 59.04% Black or African American, 0.17% Native American, 0.32% Asian, 0.01% Pacific Islander, 0.43% from other races, and 0.78% from two or more races. 1.44% of the population are Hispanic or Latino of any race.
There are 9,711 households out of which 34.20% have children under the age of 18 living with them, 40.30% are married couples living together, 25.10% have a female householder with no husband present, and 30.30% are non-families. 27.60% of all households are made up of individuals and 13.00% have someone living alone who is 65 years of age or older. The average household size is 2.69 and the average family size is 3.29.
In the county the population is spread out with 32.20% under the age of 18, 9.40% from 18 to 24, 23.20% from 25 to 44, 21.20% from 45 to 64, and 13.90% who are 65 years of age or older. The median age is 33 years. For every 100 females there are 84.70 males. For every 100 females age 18 and over, there are 77.70 males.
