As the UPL became a world government and a police state, it wanted to get rid of "undesirable" individuals that could affect their plans. The UPL wished to eliminate cyborgs, genetically "impure" individuals, hackers, and political dissidents. Project Purification was instituted, and a mass genocide campaign began in which millions died. However, the UPL wanted to explore deep space. It was very risky, but they had no problem with sending political prisoner as lab rats to their deaths.
Importance
The first historical importance of Project Purification was that it allowed the UPL to use humans as laboratory rats, which sparked a huge scientific evolution in the human civilization of the StarCraft universe. Humans were being tested for psionic potential, drug enhancements, genetic purification, and emotion inhibitors and activators. All those men and women that were considered harmful to society were brainwashed (literally) into soldiers and sent in extremely risky missions. Others were simply used for scientific experiments. Because the UPL was a police state and a world dominion, test individuals were never scarce, as the UPL always apprehended those individuals against their plans. By the time that the UPL wanted to explore deep space, no volunteers were needed, and a fleet full of brainwashed individuals was sent.
The second historical importance of Project Purification was that this fleet of humans sent into deep space later colonized a sector in space light years away from Earth. These humans —now called Terrans and living in the Koprulu Sector— developed science, technology, politics, the military, and civilization by their own; all while being under observance by the UPL. This allowed the UPL to always be far ahead of them, making the human civilization in Earth even more advance.
It is a multi-disciplinary project that combines policy analysis and data collection with dialogue facilitation, and involved researchers, policy makers, planners, and user groups from the three states and two nations.
B: Transboundary resource atlas Another project to assist in the comprehensive management of border resources is the creation of a transboundary resource/environmental inventory and atlas of the border region.
G: Low-cost water purification strategies Finally, as a stop gap measure until municipal water and wastewater services can be brought into the colonias, UTEP is developing a project, which is funded by SCERP, to bring appropriate water purification and wastewater technologies to border colonias.
