Protoss society on Aiur was directed from afar by the conservative and dogmatic Conclave, an elite group of Judicator Elders and Statesmen. It presided over the Judicator Assembly, the legislative body of the Protoss Empire, and enforced the mandates of the Khala; it could make executive, legislative, judicial and religious decisions that would affect the entire Empire. As the Ara Tribe maintained control within the Assembly, it controlled who would preside in the Conclave, in effect actively going against the principles behind the Caste system imposed upon all Protoss; the abolishment of the Tribes and subsequent creation of the three Castes was meant to prevent any one tribe coming to prominence, and prevent continued civil strife. However, the Ara's overwhelming representation insured their racial dominance over the other sects. The Ara command the Praetor Guard, the personal guard and enforcement of the Conclave.
