Pupo believed that Councilmembers were entitled to ask anything and if any of them requested a special study, he would notify the whole Council via memo and place the item on an agenda for discussion.
Pupo stated that most developers were interested in the local quality of life and he believed in cooperating with them.

Pupo, with researchers at York and across Canada, is involved in a research alliance that is looking at the new economy and how it has led to social, political and economic transformations.
