Ramon Nabiai (Рахмон Набиев; born 1930 – died 1993) was the second president of Tajikistan and the instigator of the country's civil war. After the opposition came out victorious in the country's 1991 legislative elections, Nabiyev and his Communist allies took it upon themselves to make sure the fairly elected government did not take office. Eventually, political riots forced Nabiyev to resign from the presidency at gunpoint. Rakhmon Nabiyev (Раҳмон Набиев; alternative spelling Rahmon Nabiev, born 1930 â€" died 1993) was the First Secretary of the Communist Party of Tajikistan, twice served at the President of Tajikistan, and was one of the main instigators of the Tajikistan Civil War.
Nabiyev first came to power in 1982 as First Secretary of the Communist Party of Tajikistan, but was ousted from power in a corruption scandal in 1985.
Nabiyev was ousted in a coup in September 1992 and officially resigned office from the safety of his home province of Leninabad.

Nabiyev used communist control of the media and cells in the workplace to influence the election.
Nabiyev named his supporter, Akbarsho Iskandarov, the new legislative speaker to help form a coalition government, and brought token democrats and Islamists into the government, including Kazi-kolon Khojiakbar Turajonzoda, the senior Muslim cleric in the republic.
In August 1992, Nabiyev was seized at gunpoint and forced to resign, and Iskandarov assumed control of the government.
