Beginning about 1970, youth violence in Watts and South Central escalated dramatically, especially in the three housing projects known as the Bricks: Imperial Courts, Nickerson Gardens, and Jordan Downs. Violent street robberies were common among the youth. Old time gangs like the Salusens and Businessmen had been absorbed by political groups like the Black Panther Party and United Slaves (US). Numerous street gangs began to form among the "baby" youth that rejected the old gang names. Some of the names of these new gangs were Sportsmans Park, New House Boys, Acey Duecy, and Chain Gang. There was also a gang called the "Cripplers" which appeared in the 100's blocks along Avalon Boulevard.


Raymond Washington was originally a member of the Baby Avenues, a youngster set of the Avenues, a South Central street gang that had formed in the early 1960's. Washington was a brawler and was transferred repeatedly for fighting. In a short time he went from Locke High School, to Fremont High School, to an alternative school attached to Washington High School, and then on to Fairfax High School. At each school he made connections in the street gang world. Washington was either the founding member or a founding member of the Cripplers, and at each school he expanded his gang philosophy. At Locke he had met Mac Thomas, who started the Piru Crips in Compton, while at Washington High School he met Stanley Tookie Williams, who began the South Side Crips. It was Williams and his group who put the Crips on the map. In 1972, over a dozen members of Williams' Southside Crips group stomped Robert Brooks Ballou to death outside the Palladium in Hollywood after a Curtis Mayfield concert. This murder put the gang Crips on the front page, and soon many disaffected black youth were running to join the gang, many without ever being contacted by Washington, Williams, or Thomas. It was after this that Raymond Washington graffited Fremont High School with the slogan "Chitty-Chitty Bang-Bang, Crips don't die we multiply." Washington was shot dead on August 9, 1979, five months after Tookie Williams was arrested for quadruple murder. No one was ever arrested in Washington's murder. Some urban legends surrounding his death include he had just exited an alley dice game where there was some type of dispute, he was killed by a fellow Crip in a dispute over a girl, and that he was killed in a dispute over drugs. Whatever the truth, he walked up to the car from which he was shot and most likely knew the shooter, and again urban legend says he was most likely killed by a Crip gang member. He died with little money and was all but forgotten by the Crips. Raymond Lee Washington (August 15, 1953 – August 9, 1979) was the founder of a Los Angeles, California street gang, which eventually would become known as the Crips, one of the most notorious and violent gangs in United States history.
Washington was shot and killed by a rival gang in 1979, five months after Williams' arrest for a quadruple murder.
