Rayquaza is based on the Chinese deity Shenlong, the spirit dragon, who controls weather and Tianlong, the celestial dragon and guardian of gods' palaces. It may also be based on Quetzalcoatl in the Aztec religion and the Jewish Ziz. It has skinny arms and no legs, as well as pairs of rudder-like wings and two horns protruding from its head. Some have likened its aerodynamic appearance to that of a contorted missile. Rayquaza is the longest pokemon because it is 23 feet in a serpentine curl, meaning it's much longer from nose to tail. Rayquaza is unquestionably the cheapest Pokemon to grace the Ruby/Sapphire universe thus far, but many trainers are willing to forgive him this transgression simply because he looks so awesome.
Still, Rayquaza definitely has a certain appeal, and I don't think it would be a stretch to say he is already one of the most popular legendaries of all time.
Rayquaza's Special Attack is every bit as impressive as his physical Attack, so you're going to want a decent selection of elemental moves to balance out his claws-on assault (and in preparation for Barrier/Reflect/an opponent's naturally high Defense, as per usual).
