Players use Regirock as a tank against Pokémon that use physical attacks. (With its mammoth defense, Regirock can outlast a few Fighting-type attacks, despite their effectiveness against Rock-types). Pokemon Ruby Pokemon of the Day: Regirock - IGN FAQs (1516 words)
Eh...I suppose Regirock is better than ANY of the GSC legendary beasts (not just Entei); I may not like the thing, but speaking strictly of usability I guess I must give props where props are due.
Regirock is no exception, if for no other reason than he doesn't inspire me enough to come up with anything better for him.
Regirock's immunity to Sandstorm can make that move handy if you're looking for an annoyer (along with Toxic, though Regirock's genderless nature makes the similarly irritating Attract a no-go), Protect is always good for stalling and Regirock might even have enough time to set up Double Team effectively, but that's about it.
