Richard Alan Carne is an American politician and a member of the Democratic party. He served as chief of staff to a U.S. Representative from Ohio and then as treasurer of Montgomery County, Ohio. In 2002, when then-U.S. Rep. Tony P. Hall decided to accept an appointment as a U.N. ambassador, Carne took his place as the Democratic nominee for the congressional seat. Carne lost the race to former Dayton mayor Michael R. Turner.

For 18 years, RickCarne worked as the key advisor to the Third District's longtime Representative, Tony Hall, and was in charge of his Congressional offices.
In 1991, Rick, a Democrat, had the privilege of being appointed Montgomery County Treasurer and was later elected to the post in 1992.
Rick also served the local area as Chair of the Hunger Policy Board, Vice President of the Dayton Jaycees and as a member of the United Way of Greater Dayton's Public Policy Committee, the Sister City Advisory Board, the Dayton Peace Accords Project Board, and the Dayton Council on World Affairs Board.
