Rita Fan Hsu Lai-tai (范徐麗泰) GBS, JP, MA, BSc (born 1945) is the President of the Legislative Council of Hong Kong (LEGCO) and represents a geographical constituency of Hong Kong Island. Born in Shanghai in 1945, she is married to Stephen Fan Sheung-tak and has two children. She was schooled at St. Stephen's Girls' College and later attended the University of Hong Kong. She has been President of the Council since 1997 (Second Legislative Council (2000-2004), First Legislative Council (1998-2000) and the Provisional Legislative Council (1997-1998).


Prior to the establishment of the HKSAR, Fan was Hong Kong Deputy to the Ninth National People's Congress of the People's Republic of China (1998-2003), Member of the Preparatory Committee for the Hong Kong Special Administrative Region (1995-1997) and Member of the Preliminary Working Committee for the Preparatory Committee for the Hong Kong Special Administrative Region (1993-1995).


During British rule, she was a Member of the Executive Council (1989-1992), Member of the Legislative Council (1983-1992). The Executive Council (ExCo) of the Hong Kong Special Administrative Region of the Peoples Republic of China is an organ in the Executive branch of the political structure of Hong Kong. ...


She has also served as Chairman of the Education Commission (1990-1992) and Chairman of the Board of Education (1986-1989).
