Bishop was born in Kaysville, Utah, and received a B.A. from the University of Utah in Salt Lake City in 1974. He was a teacher and a legislative lobbyist, and was a member of the Utah state assembly from 1979 until 1995. He was speaker of the assembly from 1992 until 1994. In 1997 he was elected Chairman of the Utah Republican Party, and served for two terms. Bishop was first elected to Congress in 2002 and reelected in 2004 and 2006. Teaching career

He started teaching at Box Elder High School (BEHS) in Brigham City in 1974. From 1980 through 1985 he taught German and coached debate at Ben Lomond High School in Ogden, Utah, before returning to BEHS. Before retiring in December of 2002, he taught advanced placement courses in government and U.S. History, while serving as the Chair of the History Department at BEHS. Ben Lomond High School is a secondary school that serves the more northern residents of Ogden, UT, but south of Weber High Schools area which is in the town of North Ogden, UT.
