The convention requires states to enact offences of genocide in their domestic criminal codes and to ensure that it is effectively punished.
Rulers and heads of state are liable for prosecution.
For example, the convention says states must cooperate in the extradition of genocide suspects "in accordance with their laws and treaties in force." This statement falls far short of a firm requirement that they ensure offenders be brought to justice.
UN Security Council backs Mandela plan for Burundi - Global Policy Forum - UN Security Council (420 words)
Burundi President Pierre Buyoya, whose 1996 coup triggered fighting between his Tutsi-dominated army and Hutu rebels, will be president for the first 18 months with a Hutu as his deputy.
Regional heads of state are scheduled to meet in Arusha, Tanzania, on July 23 for a summit to work out the details for implementing the transition agreement.
The Burundi rebels spring from the country's majority ethnic group, the Hutus, while the government and the army are mainly minority Tutsis -- the feudal rulers for centuries before independence in 1962.
