In 2004 he won the nomination to represent the newly rebranded Conservative Party in a hard fought nomination process against then-incumbent MP Val Meredith, who had held the riding as an Alliance and Reform Party member since 1993. During his first term as MP, Hiebert served on the Ethics and Privacy Committee, formed and co-chaired the all party Border Caucus, and co-chaired the Conservative Party Task Force on Safe Streets and Healthy Communities.

On January 23, 2006, Hiebert was re-elected to the House of Commons. On February 8, 2006, Hiebert was appointed Parliamentary Secretary to the Minister of National Defence, Gordon O'Connor.
