He was Prime Minister under Cheddi Jagan, who died in March 1997. He then became President himself, relinquishing his Prime Ministership, but resigned in December of that year, in favour of Janet Jagan, Cheddi's widow, who become president and in turn re-appointed him Prime Minister.
