The MuseumÂ’s new policy is based on recommendations contained in a 1992 report issued by the American Association of Museums, titled Excellence and Equity: Education and the Public Dimension of Museums, which examined the educational role of museums and called for fundamental change in the way museums view their social service and responsibilities.
It is notable that the San Jose Museum of Art, founded in 1969, did not charge admission for its first 22 years of operation; admission charges were begun in 1991 when the New Wing of the Museum was opened.
The Museum is dedicated to fostering an awareness, appreciation, and understanding of twentieth- and twenty-first century art in the diverse audiences of the Bay Area.

Daniel Keegan, executive director of the San Jose Museum of Art, is elated with the museum's return to its roots– it was free for its first 22 years.
He says the decision was prompted by a strong belief in having access to the arts for all members of the community, not just those with $7 in their wallets for an adult admission and a chunk of time to spare strolling the galleries.
San Jose Museum of Art announced free admission on June 14, 2001.
