The Secretary for Education and Manpower is a ministerial position in the Hong Kong Government, and heads the Education and Manpower Bureau (EMB). The position is politically appointed, and its term expire when the Chief Executive leaves office. The secretary is also a member of the Executive Council (ExCo). The EMB is headed by the Secretary for Education and Manpower and Permanent Secretary for Education and Manpower, who are currently Prof Arthur Li and Raymond Wong respectively.
