Secretary for Justice (律政司司長) is a member of the Hong Kong Government responsible for prosecutions and legal matters. The Secretary for Justice heads the Department of Justice. The Secretary for Justice is the third in order, after the Chief Secretary and the Financial Secretary, to acting for the Chief Executive when the Chief Executive is on leave or is out of the territory, and to assume the duty of the office of the Chief Executive when the position is temporarily vacant. Chief Justice, the issue again is whether or not the law that they articulated on November 21 is different than the law that existed on November 7, and how the secretary of state, in exercising her discretion, was to divine the standard that would be established on November 21.
The secretary of state's argument here is based on -- the secretary of state herself recognized that she had the discretion under Florida law to accept returns filed outside of that seven-day deadline.
