Sergei Vasilyevich Zubatov (1864 - 1917) was a famous Russian police administrator. He was director of Okhrana between 1896 and 1902. He organized pro-government workers' organizations to channel protest away from agitation between 1901 and 1903. In 1917 he killed himself.

Sergei Vasilyevich Zubatov ( Russian : Серге́й Васи́льевич Зуба́тов) ( March 2 ( O.S. Moscow - March 15 ( N.S. Moscow) was a famous Russian police administrator, a Colonel ( Polkovnik) in the Special Corps of Gendarmes.
Zubatov was a member of revolutionary movement is his teens, but soon he became dissatisfied with revolutionaries and was easily persuaded to become agent provocateur of the Moscow Okhranka.
After a series of strikes, in August 1903 Zubatov was expelled from the police by Minister Vyacheslav von Plehve in person and the trade unions were disbanded.
