In the study of crime, a situational offender is a person who commits crimes only when in an environment which permits or encourages those acts.


This is common in sex crimes; see situational sexual behavior. The most horrific examples involve otherwise law-abidding citizens of developed nations, where strict laws prohibit child molestation. Some of these people will travel to Third World countries as sex tourists, where extreme poverty, lack of infrastructure and lack of police affords these "tourists" the opportunity to practice pedophilia with virtual impunity. This ties in with the very high rate of child prostitution in the developing world. Sex crimes are forms of human sexual behavior that are crimes. ... Situational sexual behavior is sexual behavior of a kind that is different from what is usual for that person or from what this person eventually prefers, due to a social environment that permits or encourages those acts. ...
