Born in Oxford, Chenango County, N.Y., attended the common schools and Oxford Academy; taught school for several years; engaged in mercantile pursuits; studied law; was admitted to the bar in 1859 and commenced practice in Oxford; while studying law served as justice of the peace and clerk of the Board of Supervisors of Chenango County; district attorney of Chenango County 1862 - 1865; elected as a Republican to the Forty-fifth Congress (March 4, 1877 - March 3, 1879); was not a candidate for renomination in 1878; resumed the practice of law; died in Oxford, N.Y., interment in Riverview Cemetery.
