No single demographic characteristic links the undercounted. They include people who fail to mail in their forms (and are not home when Census-takers come knocking), migrant workers, fugitives from the law, people living in dangerous-looking housing projects that Census-takers may have avoided, the homeless, illegal aliens, legal aliens who may be suspicious of government authority figures, and people. A census will never be accurate as you cannot always count every one, as some people are not at home when you come to ask them questions, or people will be scared to walk in to see if anyone is home because you have dogs .There are also homeless people. who, for whatever reason, simply do not want to be counted.
