Spam of Control indicates that a manager inundates his employees and organisation with rules, regulations, protocols and control measures. It is institutionalised mistrust. It looks like email spam. Employees and organisations get distracted and irritated by such spam, and each creates his or her own spam filter: ignoring, blocking, say-yes-act-no, sabotage or pass it on to others. This forms a major drain of time, energy and money. Spam of control is a sure way to create cynical and inward looking organisations. Management (from Old French ménagement the art of conducting, directing, from Latin manu agere to lead by the hand) characterises the process of leading and directing all or part of an organization, often a business, through the deployment and manipulation of resources (human, financial, material, intellectual or intangible). ... In stead of trusting on ever more rules and regulations, a manager can also choose to trust the qualified and independent professionals in his organisation. In stead of decreasing their productivity with ever more instructions, he or she could also provide them with the freedom to act upon the clients’ demands on the basis of their own knowledge and experience. Origin

Spam of control is a variation of Span of Control: the number of employees reporting t a manager. Often there is a limit to a manager’s span of control.


The expression Spam of Control was first used in the Dutch Journal for Management Development in June 2006. Chief Editor Rino Schreuder coined the expression in order to address the damaging effects of the phenomenon. Companies and organisations may prevent large scale damage to their productivity and growth by specific management development programmes.
