A spokescouncil is a method of organisation by which each working group, organisation or affinity group sends a delegate or 'spoke' through which they participate in decision making and coordinate with other groups.
Spokescouncils are a more sophisticated decision-making structure and demand much more of participants in terms of self-organisation and initiative.
Spokescouncils and affinity groups are not the correct organising method for every situation but should be applied as the terrain demands.
