St. Louis County is a county located in the U.S. state of Minnesota. Official Website is http://www.co.st-louis.mn.us/slcportal/ As of 2000, the population was 200,528. Its county seat is Duluth. It is the largest county by area in Minnesota, and the largest in the United States east of the Mississippi River (if water area is excluded, it is second largest, behind Aroostook County, Maine). Major industries include pulpwood production and tourism. At one time, surface mining of low-grade iron-ore was a major part of the economy. St. Louis County was founded on February 20, 1855 as Doty County and had its name changed to Newton County on March 3, 1855. On March 1, 1856, St. Louis County to the east became Lake County while Newton County was renamed St. Louis County. Originally Doty County and Newton County consisted of the area east and south of the St. Louis River. The area east of Vermilion River and north of St. Louis River was part of Superior County (which then became St. Louis County, and then Lake County). I generally favor a larger county, but we should look at the merits of whether one county or two counties would benefit the people.” The issue, which has arisen before, is particularly timely now, commissioners said. Lee Bloomquist Archive This year 100 to 150 of the county’s 2,200 employees are eligible to retire, said Commissioner Dennis Fink of Duluth. Another 200 to 250 become eligible in 2008, followed by about 200 in 2009. Because of the retirements, county commissioners are pondering methods of restructuring county government, its delivery of services and avoiding large property tax increases. A study whether to split the county could address some of those questions, they say. “The city of Duluth might be better off without the rural aspects, and the rural area might be better off without the metro area,” said Commissioner Keith Nelson of Fayal Township. “But it’s not about politics. What we’re talking about is the examination of service delivery and what it [the county] should look like in the future. It’s not advocating a political split as much as having this board take a positive step in an examination so our taxpayers know we are serving them as best we can.” Some commissioners and state Rep. Tom Rukavina of Virginia have recommended in the past that the northern portion of the county form its own government. “There have been studies in the past that showed there wouldn’t be any good economic sense to duplicate all the departments, ” said board Chairman Bill Kron of Duluth. Geographically, St. Louis County is the largest county east of the Mississippi River. In 2006, the county celebrated its 150th anniversary. The northern and southern portions of the county are intertwined through logging, taconite, tourism and medical industries. But it’s also a diverse county that includes the metropolitan city of Duluth and widespread rural areas. A study would examine the county government’s northern and southern assets; per-capita revenue and needs in each area; service costs; and the potential for increased efficiencies under single or separate counties. Commissioners would discuss paying for a study, which could be performed internally, in 2008 budget talks, Raukar said. It’s not yet known how much a study would cost. A move to split the county would be sure to fuel debate between board members and raise public eyebrows. “I’ve read about splitting the county for the last 30 years,” said Commissioner Steve O’Neil of Duluth, who’s been on the board for a little more than two years. “We are a huge geographic county, but not a huge population county. I’d be willing to look at a study, but from an efficiency perspective I would be a little concerned — be it highways, social services or services to seniors — if we were to split into two counties. My gut feeling is I don’t think so.” It’s already been a trying year for the board. Newly elected County Attorney Melanie Ford, who won in a recount over longtime County Attorney Alan Mitchell, filed a legal challenge over her salary that divided the board. A controversy over comments Nelson made about voting for slavery if his constituents wanted it drew unwanted attention. An investigation by the county attorney’s office into complaints filed against Raukar and Fink is ongoing. A brouhaha over splitting the county could add even more fuel to the fire. “It certainly has been a difficult year altogether,” Kron said. “We have probably had more positive things happen that have been overshadowed. These issues have made it especially difficult for our staff and our administrator, who has to deal with these brushfires and still take care of the daily operations of the county.” But some commissioners say they’re serious about examining the split issue. “I like the sound of that,” said Commissioner Mike Forsman of Ely. “It was done before, but when they found out that Duluth was the beneficiary of so many things, it was in my opinion dropped like a hot potato. There are those who believe a metro county would be a good thing. There certainly is a difference between the city of Duluth proper and the constituencies of Cook and Orr, not only in the way they think, but in their needs.”
