In September 2003 she was selected as the prospective parliamentary candidate (PPC) for the constituency of Richmond Park in South West London in the May 2005 general election when the previous Liberal Democrat MP, Jenny Tonge decided not to stand for re-election. Kramer was subsequently elected as Member of Parliament for the constituency. She was appointed Liberal Democrat Shadow International Development Secretary by new party leader Sir Menzies Campbell in March 2006 and succeeded Ed Davey as Shadow Trade & Industry Secretary nine months later.
