Talisay is a 5th class municipality in the province of Camarines Norte, Philippines. According to the 2000 census, it has a population of 21,509 people in 4,270 households. The town was named after the name of big trees that abound in the poblacion, the Talisay tree. Roman Catholic remains the predominant religion claiming 95% of the population while the rest is shared by the Iglesia ni Kristo, Protestants, Jehovah's Witnesses, Muslims and others. A distinctive feature of the Talisayons is their deep concern for education. A family no matter how poor sends their children to school. Talisay has a long list of successful professionals in various fields such as doctors, lawyers, engineers, educators, police and military service, banking, business, sports, entertainment, and many more. The latest additions to the long list of Talisay Professionals are Atty. Joy Gache-Marasigan, (recent bar passer), daughter of Mayor Pol Gache, Marvin Roy Gache Malvar (recent Nursing Board passer). Engr. Ariel Gache (United Kingdom), Cely G. Estacion (nurse), and many more. The current mayor is Mayor Pol Gache of the town's respected and popular Gache Family. Mayor Pol Gache has just won his third term as Mayor. The Talisay folks recognized Mayor Pol Gache's contributions for the development of Talisay, including the many infrastructure projects that he has completed for the benefit of Talisay.
