Estonia has not made its views known on matters of interpretation and implementation related to Articles 1, 2 and 3, and the issues of joint military operations with non-States Parties, foreign stockpiling and transit of antipersonnel mines, antivehicle mines with sensitive fuzes or antihandling devices, and the permissible number of mines retained for training.

Estonia has land borders with its fellow Baltic state, Latvia, to the south, with Russia to the east, and maritime border with Finland to the north.
However, Russia took exception to Estonia's preamble to the law, which makes references to the Estonian state's uninterrupted legal continuity during the Soviet period and indirect references to the Soviet occupation of Estonia and announced that it is revoking its signature and that it desires restart negotiations with Estonia.
