- The main character of Tenchi Muyo! GXP and a classmate of Tenchi Masaki, a series of mishaps lead Seina into joining the Galaxy Police force. He is "blessed" with the worst luck in the universe, and after being drawn into the GP Academy quickly becomes captain of his own ship, with his ill-fortune acting as bait to lure in the Daluma pirate guild.

- Amane Kaunaq (雨音・カウナック, Amane Kaunakku?)
- Originally the galaxy's greatest supermodel, Amane Kaunaq left the business to become part of the Galaxy Police. She was very good at her job (even earning the nickname "the Zero Goddess" because of her avoidance of pirate encounters), and was about to gain a promotion to 1st class detective when, after landing her spaceship in the lake outside Tenchi Masaki's home, she gave Seina Yamada an application to the G.P. Academy, not realizing that citizens of underdeveloped worlds could not apply and thought he was being trained by Tenchi. As a result, her promotion was placed on hold and she ended up as an instructor in the G.P. Academy, along with Kiriko Masaki and old childhood friend (and lovesick puppy) Seiryo Tennan. After Seina would receive body enhancing modifications, Seina moved into Amane's private home, along with Kiriko and Erma (secretly, Erma was in fact the space pirate Ryoko Balta, who was spying on Seina).
- Amane's life would soon be revolving around Seina as the G.P. utilizes the boy's fantastic amount of bad luck, which seems to attract space pirates, in a plan to bring peace throughout the galaxy.
- Amane's family is also friends of the powerful Kuramitsu family of planet Seniwa, and Amane is acquainted with both Mihoshi and her brother Misao Kuramitsu. In fact, Amane had trained Misao, and she still refers to the boy as "Rookie".

- Kiriko Masaki (正木 霧恋, Masaki Kiriko?)
- Seina's childhood friend, Kiriko Masaki would often be tending to the many injuries that Seina would suffer from his bad luck. She cares for Seina deeply and would fight to protect him from further harm. What was not known about Kiriko was that she has blood ties to the Jurai royal family... a small tie, but it exists (she's also older than she appears... she's 33, but looks 21). For a time because of this, she was one of Seto Kamiki Jurai's ladies-in-waiting, and that connection helped Kiriko to gain a position with the Galaxy Police's immigration department. But when she found out that Seina had enrolled in the G.P., she pleaded without success for him to leave. Soon afterward, she was assigned to the G.P. Academy, along with Amane Kaunaq. During Seina's training, she had moved into Amane's house at the Academy, more to keep an eye on Amane and keep her from making a move on Seina.
- It was later on in the series that Kiriko would be bonded to a second-generation Jurai tree, thus giving her the name Kiriko Masaki Jurai (柾木 霧恋 樹雷, Masaki Kiriko Jurai?). The tree's name is Miyuki.

- Seiryo Tennan (天南 静竜, Tennan Seiryō?)
- Originally appearing briefly in the second OVA series, Seiryo is a teacher at the GP academy who is prejudice against Earthlings, in particular Seina Yamada. His hatered of Earthlings could be tied to his loss to Tenchi in a duel for Ayeka. After being captured by pirates, Seiryo eventually rises up through their ranks to become leader of their group and captain of the flagship Unko, and now challenges his "nemesis" and those who abandoned him at the GXP. He has a lust for Amane who grew up with him as kids, but when Seina came along, he became even more of a nuisence.

- Ryoko Balta (リョーコ・バルタ, Ryōko Baruta?)
- Although she named herself after Ryoko Hakubi, Ryoko Balta is hardly as bloodthirsty as she is rumored to be. A member of the dreaded Daluma pirate guild, Ryoko Balta is the most educated and cultured pirate. She is well-versed in many customs, including the Japanese Tea Ceremony. And her beauty is such that some male Galaxy Police members would willing desert their posts to join her (it is rumored that there are many "Ryoko Balta Fan Clubs" in some G.P. posts).
- Ryoko Balta is also a shape-shifter. She often uses this power to infiltrate Galaxy Police posts to gain information. One of her favorite forms is that of Erma, a Wau Galaxy Police clerk who works for Airi Masaki, the head of the G.P.'s Jurai office and the grandmother of Tenchi Masaki. This disguise was revealed when she was forced into a botched attempt on Seina's life (forced by Tarant Shank), she was imprisoned.
- However, it was discovered that her DNA was disguised, because she was in-fact the last heir to the Balta Guild, which stands to become a member of the Galactic Union. With help from Seto, she was released as a subordinate of Seina. After the group made it to Jurai, Seto revealed Ryoko's past to her... and Ryoko even got to meet her grandfather, the ruler of the Balta Guild. But even though she was invited to come back home, Ryoko chose to stay with Seina.

- This is the disguise that Ryoko Balta had used as a spy for the Daluma Guild. As a Wau female, she had worked in the office of Airi Masaki, gathering information for the guild. However, some time ago, Airi had discovered the truth, but lacking evidence did nothing. It wasn't until Tarant Shank had blackmailed Ryoko into killing Seina that she used the disguise again.
- Even after she had joined the G.P., Ryoko would occasionally use the Erma guise, usually just to throw Kiriko, Amane and Neju off a bit.

- Neju Na Melmas (ネージュ・ナ・メルマス, Nēju Na Merumasu?)
- Although she looks like a ten year-old girl, Neju Na Melmas is actually a 2000 year-old high priestess and spiritual leader of her planet. She had survived many assassination attempts through body doubles, and her great powers. Now that her tenure as high priestess is coming to an end, she travels with Seina and the others to a safe place so that she can choose her successor.
- Neju is a powerful telepath, able to affect movement and persuade others through intimidation. But lately, she, along with Amane, Kiriko and Ryoko Balta had fallen in love with Seina, already complicating an explosive situation.

- Fuku (福, Fuku?)
- This is the young cabbit that acts as a power source for the Kamidake II, a battleship created by Washu Hakubi from the remains of the original Kamidake, which was a Galaxy Police decoy ship. Fuku is very powerful, just like her older sister Ryo-ohki (not to mention sharing a love of carrots), but being a newborn she can get very frightened if she ends up in a big battle. Seina Yamada, however, likes the little cabbit, and has shown great confidence in her abilities. for which Fuku returns in kind.
- Fuku also made a brief appearance in the sixth episode of the third Tenchi Muyo! OVA, where she, along with Noike Jurai, traveled back in time and altered the letter originally altered by Z so not only would Noike be able meet Tenchi, but Fuku would also be able to meet Seina as well.

- Mitoto Kuramitsu (九羅密 美兎跳, Kuramitsu Mitoto?)
- This cheerful woman is the daughter of Minami Kuramitsu, as well as the mother of Mihoshi and Misao Kuramitsu. Mitoto works as sanitation engineer (read: cleaning lady) for the Galaxy Police. She meets Seina when he was first taken from Earth to the G.P. Academy, and was taken by Seina's hair, which she constantly pets. Mitoto shares certain traits with her daughter, namely her odd luck and carefree, yet clueless attitude. Not to mention the odd habit of appearing in places where you least expect her to be; sometimes on a G.P. battle cruiser or a pirate ship, where she would be cleaning away without a care in the world.
- Other than appearing in the GXP series, Mitoto also made a brief appearance in the final episode of the third Tenchi Muyo OVA series, when she approved of Misao's proposal to Mashisu Makibi and had convinced the Kuramitsu family council to approve of the wedding.

- NB (NB, Enubī?)
- Originally, this was a standard helper robot that Seina Yamada was issued when he enrolled in the G.P. Academy. However, Kiriko, not trusting Amane Kaunaq with Seina, had tried to modify its circuitry for surveillance. However, a short circuit, caused by Amane's further modifications to disable the surveillance and to add other programmings, had altered the personality of the robot.
- Basically, NB's still the helper robot it was originally designed for, but now it has the personality of a voyeuristic pervert. NB is almost never found without its camera, hoping to catch girls in various stages of undress. However, the girls do catch it, the end result is NB getting dented.
- The name "NB" is a reference to Nabeshin, Watanabe Shinichi's character in Excel Saga and Puni Puni Poemi.

- Daluma (ダ・ルマー, Da Rumā?)
- The criminal mastermind that started the pirate guild that bears his name. A perpetual thorn in the side of the Galaxy Police, Daluma is behind most of the illegal activity in a large section of the galaxy. Giving himself the title "General", he oversees his empire inside a huge ship called The Great Daluma. To combat Seina's convenient bad luck, he forms the Good Luck Fleet, a collection of the luckiest pirate crew members aboard ships adorned with lucky charms.
- Daluma's operations are finally thwarted by Seina Yamada and the Kamidake II, and the General himself is taken into GP custody. Strangely enough, his capture brings about a change of personality, from a bloodthirsty pirate leader to a peaceful individual.

- Kyo Komachi (コマチ・キョウ, Komachi Kyō?)
- A member of the dreaded Daluma pirate guild, this muscular female has a rare trait among pirates - a sense of personal honor. She despises Tarant Shank because of his underhanded and cruel methods and has been known to secretly work with the Galaxy Police and Airi Masaki to thwart unjust plans that Shank may be involved in, not to mention embarrassing him in front of Daluma.
- For example, Shank had kidnapped the families of Ryoko Balta's crew. The ransom - Ryoko was to kill Seina Yamada. Kyo had freed the families by secretly arranging a breakout by Seriyo Tennan. During the disturbance he caused, she had managed for the families' escape, as well as the recovery of a second-generation Jurai tree seed.
- From time-to-time, Kyo also found herself involved with Seriyou. When Seriyou found that a common item she had in her home was a tremendous good luck charm, she had become his second-in-command onboard the Unko. They become friends over time and in the final episode, engaged.

- Mikami Kuramitsu (九羅密 美守, Kuramitsu Mikami?)
- The oldest child of Mikumo Kuramitsu, who was the son of Washu Hakubi, Mikami Kuramitsu is the true power behind the powerful Kuramitsu family from planet Seniwa. It was her who had demoted her brother Minami from Marshal of the Galaxy Police to the G.P.'s director of maintenance after the Chobimaru incident. She often works closely with Seto Kamiki Jurai and Airi Masaki and rarely loses her temper. She's been even known to smile cheerfully while handing out disciplinary measures, like assigning Seriyou to toilet cleaning detail for trying to interfere with Seina's body enhancements.

- Seina's younger sister, she seeks no end to torment her brother. For a little while, NB was enamored to her, but only because she thought he was a dog. Later, on the date of Seina's wedding, she pledged herself to Kiriko's brother Kai.

- Kai Masaki (正木 海, Masaki Kai?)
- Kai, who is Kiriko's younger brother, is one of the few people who will ever get near Seina. Because of Seina's bad luck, Kai will often be seen fixing or totally replacing bicycles that were wrecked as a result.

- Alan (アラン, Aran?), Barry (バリー, Barī?), and Cohen (コーン, Kōn?)
- It could be said that these three individuals can be counted as a single character. These three made their appearance in the second episode. All three of them were onboard the G.P. cruiser that had picked-up Seina to transport him to the G.P. Academy. It was during the trip that they ran into Ryoko Balta's ship, where they immediately "surrendered". It turns out that the three are rabid fans of the space pirate, but were crushed when she took a liking to Seina.
- From that point forward, the three would be found from time-to-time, either with the G.P. or the Daluma pirate guild. They even served onboard Seriyo Tennan's ship Unko. They were also originally chosen as the Unko's captain after beating Seiryo in a game of Janken (The Japanese term for Rock-Paper-Sissors). But later when Alan, Barry, and Cohen idiotically used all the money they were given on throwing a wild party instead of spending it towards preparing the Unko as they ordered to do, the three begged Seiryo to become the Unko's new captain in order to avoid blame for spending all of the funds. During Seiryo's duel against Seina, Alan, Barry and Cohen lost the Unko when the three had used it as collateral for betting on Seriyo.
- After the collapse of the Daluma guild the three became waiters at the space station owned by the Tennan family and the three still serve under Seriyo who is the head waiter.

- Minaho Masaki Jurai (柾木 水穂, Masaki Minaho?)
- Minaho Masaki is the older sister of Kiyone Masaki and is the daughter of Yosho and Airi Masaki. She is Tenchi and Tennyo's aunt, and works for Lady Seto as her personal aide. Minaho also has a minor role in the final episode of the third Tenchi Muyo! OVA.
- While Minaho possesses a treeship of her own, its name has yet to be revealed.

- Kenneth, a human and Rajau, a Wau, were Seina's classmates at the G.P. Academy. Occasionally, the two would be featured in some point in Seina's life in the G.P., sometimes monitoring a satellite guarding Earth, mostly to protect members of the Jurai Royal family living there.

- One of Amane's few friends during her modeling days. She helped out Amane when she participated in a G.P. fashion show.

- This buxom model had been Amane Kaunaq's rival during the G.P. officer's modeling days. After Amane had agreed to briefly model for a G.P. show, Vega showed no mercy as she taunted Amane, mostly calling her an "old girl". However, when Amane showed great skill during a live-fire demonstration during the show, Vega stupidly tried to do her own demonstration... and promptly failed.

- This couple showed up on Jurai in episode 25. Although very youthful, they are, in fact, the parents of Emperor Azusa Masaki Jurai. Seina met them briefly.

- This is Lady Seto's husband. They had met at the G.P. Academy, where Seto gave him a choice... marriage or death (Utsutsumi never makes the easy decisions). He is a great friend of Emperor Azusa Jurai and worked with him to find a missing Jurai tree seed, which was found by Seina. He was also present along with Azusa when Kiriko was bonded to Miyuki.

- Gyokuren (玉蓮, Gyokuren?), Hakuren (珀蓮, Hakuren?), Karen (火煉, Karen?), and Suiren (翠簾, Suiren?)
- While at first appearing as Lady Seto's ladies-in-waiting, they are in fact citizens of the Rezma Union (Jap)/Renza Federation (Eng), who are seeking protection from Jurai. In the last episode, these four ladies kidnapped Seina before his wedding... and publicly seduced him. Seina ended up marrying them as well as Amane, Kiriko, Ryoko and Neju.

- Amane's parents, who are the head of the Kaunaq fashion industry. Although Amane originally worked as part of the fashion house, they became distraught when Amane decided to join the Galaxy Police. The difference is that while Mrs. Kaunaq partly supports her daughter's decision to become a Galaxy Police officer, Mr. Kaunaq does not and wants her to rejoin the family business.
