Plot

London, the early 1900s: aspiring journalist and women's rights campaigner, Sonia Winter (Rigg) uncovers an organization which specialises in killing for money, the Assassination Bureau Limited. Thinking to bring about its destruction, she commissions the assassination of the bureau’s own chairman Ivan Dragomiloff (Reed). London (pronounced ) is the capital city of England and the United Kingdom. ... Ivan Dragomiloff is a fictional character, the chairman of The Assassination Bureau in the book of that name by Jack London. ...


Far from being outraged or upset, Dragomiloff is amused and intrigued and accepts the commission. The guiding principle of his bureau, founded by his father, has always been that there was a moral reason why their victims should be killed. More recently though, his colleagues have tended to kill more for financial gain than for moral reasons.


With Miss Winter in tow, Dragomiloff sets off on a tour of Edwardian Europe, challenging the members of his board of directors: kill him or he will kill them! Little do they realise that this is in fact a plot by Miss Winter's sponsor, newspaper publisher Lord Bostwick (Savalas), to take over the bureau and plunge Europe into war. The Edwardian period or Edwardian era in the United Kingdom is the period 1901 to 1910, the reign of King Edward VII. It is sometimes extended to include the period to the start of World War I in 1914 or even the end of the war in 1918. ...

The Bureau was initially chartered to operate for just one year, but continued until 1868 under the care of commissioner General Oliver O. Howard, who was aided by assistant commissioners in every Southern state and by hundreds of local agents.
Bureau agents helped to mediate these conflicts through the settlement of a monetary claim or the re-negotiation of the terms of labor.
Bureau agents often served as legal advisors and representatives to freedmen, and the register records many of the details of crimes committed against, and by, freedmen.

The Assassination Bureau was one title in a group of Paramount foreign acquisitions that were released together on laserdisc in the middle 90s - Barbarella, Danger: Diabolik and Alfie.
Bureau has a few jokes referring to the same subject (a soldier scoffs at the idea that bombs will ever be dropped from the air, for instance) but there's no thematic tension here - the members of the Assassination Bureau are as casually ruthless as bad guys in modern spy movies.
