Mega City Two on the West Coast of North America becomes infected with a virus called 2 T Fru T that makes the victims into a violent mob. Scientist in Mega City One have been able to make an antidote but as it is impossible to safely land at the airports in Mega City Crew the only option is to send a land expedition of Judges in a tank across the nuclear wasteland that covers most of the former US. Judge Dredd is assigned to lead the mission and enroute they encounter many perils including cloned Tyranosarus Rex's. They also discover the prison of Henry Booth, the last President of the United States. Booth, a paranoid, became President in early 21st Century and launched a pre-emptive nuclear strike against his own country resulting in a catastrophic worldwide war. As a result the Judges were established and Chief Judge Solomon sentenced Booth to confinement in suspended animation.
