The Liquidator was a crooked businessman named Bud Flood who had owned the Sparkling Crystal Pure FloodWater, a bottled water company based in St. Canard. He acquired his powers in the following manner: during a heat wave, Flood poisoned his competitors’ water in an effort to monopolize the market. Accidentally falling into a vat of water he had himself poisoned, Flood became a mass of living water and applied his powers to extortion, as well as transforming most of Audubon Bay and St. Canard’s water supply into rubber cement. The Liquidator is possibly based on the Marvel Comics character Hydro-Man, and his accident is reminiscent of the Joker. St. ... Because he was once a businessman, much of The Liquidator’s dialogue was based on advertising slogans. He formed part of The Fearsome Five as a henchman, which included the villains Megavolt, Bushroot, and Quackerjack, and whose leader was the evil incarnation of Darkwing Duck, NegaDuck. It is believed that the Liquidator does not have many 'episodes to himself' because the writers found his Catch-phrase centric dialogue too hard to write. He was also one of the harder villains in the series to thwart, as you can only evaporate, freeze, electrocute to induce electrolysis or immobilize with a solidifying contaminate (like cement or cake mix) a villain so many times before it becomes too cliché. Pairing him with the other Fearsome Five made him both easier to write for and tended to make his defeat easier. Also, of all the Fearsome Five, he seems to be the most mentally stable member.
