It's 1946 and Mr. Wilson (Edward G. Robinson) of the War Crimes Commission is seeking Charles Rankin/Franz Kindler (Orson Welles), mastermind of the Holocaust, in Harper, Connecticut. Wilson releases Kindler's former lieutenant Meinike (Konstantin Shayne) and follows him to Harper, Connecticut, where Meinke is strangled to death before he can identify Kindler to Wilson. Wilson must now try to identify his suspect through Mrs. Mary Rankin who is the only person to have seen Rakin and Meinke meet. Rankin/Kindler suspecting that Wilson is closing in on his identity hopes to count on his wife's faithfulness to keep him free, but her "sub-conscious" desire for truth undermines Rakins efforts.
