The population within the city limits (within the autonomous territory) should be approximately 3 million and depending on the criteria used one figure or another should be used.
And anyway, the population given for Tokyo is that of the 23 Wards, a unit which is neither a province, a region or a metropolitan area.
Tokyo is considered a city by practically the entire world population (including the Japanese themselves) as a convenient label for central area of the sprawling mass that is the Tokyo/Yokohama/Saitama megalopolis.
