Thomas Seaton Scott (July 16, 1826-June 15, 1895) was a Canadian architect. Born in Birkenhead, England he immigrated to Canada as a young man first settling in Montreal. He was hired by the Grand Trunk Railway and worked for them on a number of structures including the Grand Trunk train stations in both Toronto and Montreal. In 1871 he was hired by the Department of Public Works and he designed a number of Ottawa's new government buildings in the years after Canadian Confederation. Among his works are the West Block of the Parliament of Canada, the Cartier Square Drill Hall, and the now demolished Dominion Post Office. From 1872 to 1881 he held the position of Chief Dominion Architect and thus played at least a supervisory role in all major government projects. He is considered one of the creators of the Dominion Style that dominated Canadian institutional architecture in the nineteenth century. Scott's appointment in February of 1872 to the post of Chief Architect may certainly have been aided by the fact that Sir George Etienne Cartier was at one time the Grand Trunk Railways long-time chief counsel.
As Chief Architect Scott eventually assumed responsibility for the design, construction, maintenance and repair of all federal buildings across Canada from 1871 to 1881, including the original post office at Elgin and Sparks (1875-1938), the Cartier Square Drill Hall (1879) and the Langevin Block where the Prime Minister's offices are located.
Scott resigned from his position as Chief Architect because of ill health on September 7, 1881 and received a superannuation award of $660 a year.

In 1871 Scott’s career took a dramatic turn when he was appointed, on 24 May, the architect to the dominion Department of Public Works, a client for whom he had hitherto performed no work whatsoever.
Gradually Scott was empowered to hire staff and prepare designs in-house, until by the fiscal year 1880–81, 35 major buildings were planned or under way, only two of which (post offices at Belleville and St Catharines, Ont.) were built to plans by outsiders.
Scott’s pre–1871 work in this mode revealed no special affinity for, or adeptness in, the style, and federal structures designed by his staff show distinction neither in the quality of artistic execution nor in the decoration or arrangement of interior spaces.
