Todd Tiahrt ousted longtime Democratic Rep. Dan Glickman in 1994, the year Newt Gingrich and the Republicans swept to control of Congress.
Tiahrt lost out on his bid to be chief deputy whip but was rewarded with the new job of liaison from the leadership to the appropriations committee.
Tiahrt has continued to tend to his conservative base by sponsoring measures such as the ban on needle exchanges in the District of Columbia and blocking U.S. aid to overseas governments that force women to have abortions, be sterilized, or use contraceptives.
