| According to the contracting officer, Tol Air and MBD could submit separate offers since they had "separate and individual air carrier certificates in their respective names" particularly since "coordination of operations is common" in the air industry, for example, as in the case of Continental (an ASYS contractor) and Continental Express (a regional ASYS contractor). |
