Tudhaliya is a hypothetic pre-Empire king of the Hittites. He would have reigned in the late 18th century BC. M. Forlanini in Atta Pavia 1993 conjectures that this king corresponds to the great-grandfather of Hattusili I.

Tudhaliyas, somewhat worried by the possibility of being seriously outflanked started to move the Anatolian vassal chariotry towards the left wing, however, he was wary of leaving the centre weak and so did not move them too far.
Tudhaliyas, seeing his commander racing to his aid, took courage and charged forward into the enemy chariots with his Hittite chariotry, despite taking losses from the enemy bowmen to his flank.
