Also known as the Uniting for Peace" Resolution, the United States pushed this resolution through the UN in the early 1950s as a means of circumventing possible Soviet vetoes. It states that, in the event that the Security Council cannot maintain international peace, a matter can be taken up by the General Assembly. Unlike a Security Council-passed measure, it is more symbolic than enforceable, as the Security Council still has the responsibility of enforcing any measure (so the naysayer could probably prevent dispatching of peacekeepers).
