Encyclopedia > Uniting for Peace

United Nations General Assembly Resolution 377, also known as the "Uniting for Peace" Resolution, states that, in the event that the UN Security Council cannot maintain international peace, a matter can be taken up by the General Assembly. Unlike a Security Council-passed measure, it is more symbolic than enforceable, as the Security Council still has the responsibility of enforcing any measure (so the naysayer could probably prevent dispatching of peacekeepers). The resolution was initiated by the United States in 1950 as a means of circumventing possible Soviet vetoes. The United Nations, or UN, is an international organization established in 1945 and now made up of 191 member states, which includes virtually all all internationally recognized independent countries. ... The term general assembly can refer to The largest unit of organisation in the polity of a (national) Presbyterian church, containing several synods or presbyteries. ... A session of the Security Council in progress The United Nations Security Council is the most powerful organ of the United Nations. ...

"... if the Security Council, because of lack of unanimity of the permanent members, fails to exercise its primary responsibility for the maintenance of international peace and security in any case where there appears to be a threat to the peace, breach of the peace, or act of aggression, the General Assembly shall consider the matter immediately with a view to making appropriate recommendations to Members for collective measures, including in the case of a breach of the peace or act of aggression the use of armed force when necessary, to maintain or restore international peace and security."
