Victor was involved in gambling and tax fraud and was convicted of those charges in 1980 in connection with an illegal bookmaking operation disguised as a racetrack messenger service. He was sentenced to eighteen months January and released after serving a year and one month. He was tried on fraud and extortion in 1987, and accused of accepting $40,000 in protection money between 1981 and 1984 from National Credit Card Service, an illegal credit card company that processed payments made to prostitutes. The company, though, was set up by the FBI in a probe of vice in suburban Chicago. Victor was 52 at that time and was found guilty. The judge commented, "It is a troublesome case. If your name wasn't Spilotro, you wouldn't be here." On July 17, 1987, Judge James B. Moran sentenced Victor to six months work release, five years probation, and restitution costs. Victor died in 1997 at the age of 63 in a retirement home.
