Wakil Ahmad Mutawakil was the foreign minister in the Taliban government of the Islamic Emirate of Afghanistan. Prior to this he served as spokesman and secretary to Mullah Mohammad Omar, leader of the Taliban. Apparently Mutawakil did not have a lot to do in crimes committed by the Taliban. He is now in the present government under Hamid Karzai's administration and is seen as more of a moderate.
