Manticore and Haven have lost their leaders. Five years into the truce, they are both struggling to rebuild. Neither side wants to fight anymore, but the ineptness of the new Manticoran government and the secret motives of some Havenite factions mean that war may return. Honor is now in the role of political adviser, but returns to her old role when she goes to Silesia as part of an investigation. As usual, she cannot prevent herself from being thrown into bad situations, but she can try to make them better. War breaks out again.
