Neither side wants to fight anymore, but the ineptness of the new Manticoran government and the secret motives of some Havenite factions mean that war may return.


Honor is now in the role of political adviser, but returns to her old role when she goes to Silesia as part of an investigation. As usual, she cannot prevent herself from being thrown into bad situations, but she can try to make them better.


War breaks out again. Now, Haven is the technological equal of Manticore, and may be able to win. Even if Manticore does win, Honor realizes, they may become like their enemies in the process.
