A $1,247,268 school was built on a 20 acre (81,000 m²) site on Hazel Street. Waterloo Collegiate Institute opened on September 6, 1960. Waterloo was founded in 1804 by Mennonites from Pennsylvania, including Abraham Erb, considered to be the founder of Waterloo because the two lots of land he owned later made up the core of Waterloo.
The Germans settled mostly in the area to the south-east of Waterloo, which in 1833 was called Berlin, later renamed to Kitchener in a controversial referendum conducted at the height of anti-German sentiment during the First World War.
